In practice

Prof. Nutter collects 1/2/4 Research (12 at 4★) when another Minion is promoted. Every Ready, 200% of that Research becomes temporary ATK, split equally among the Minions in the same column. Judge Chilius's demotion counts as a promotion. It wants a higher slot than Princeling. ATK 6, 3 s interval. Tier B in PvP.

What the community says

BUsable, has a deck

Collects Research on every promotion of another Minion and, on Ready, spreads double that as Temp ATK among the Minions in its column. A Promotion deck piece (with Princeling and Dr. Kraut); outside it, it does almost nothing. TreyEx puts it in S; here it's B, like the other pieces that only work in one deck.
